I would propose fixing this by item win taxing via items held by the NPC, and tax to claim wins, very similar to death's item tax. Old school taxing system fails to enable players to stake items. The best advice I can give to you is this: Maybe just pretend, that, for yourself, the staking arena is out of game, never to return. That being said, Jagex has done a great job eliminating bugs related to the duel arena, and therefore have made it mostly safe besides the activity of scamming attempts.
